Not from 2k RPM, but ITBs, header, exhaust and an AEM EMS with a good tune will get you much better low end power. However, if you tune it for low end your torque will fall quicker, which sacrifices power in the higher RPMs. Wouldn't make much sense to do that in a car that revs to 9k.
