Obviously, laws regarding license plates and how they issued are handled by the state in the US, so laws vary. In Florida, the license plate is registered to the individual and stays with that individual through future cars. There are exceptions, like when you lease a car, you can't transfer a tag from a leased vehicle to a vehicle that is not being leased, and that sort of thing. We do not have a front license plate here and I've heard that the state is now making people with tags x amount of years old (not sure what 'x' is but I think it might be five) trade in their old tags for a new one.

In highly populated states, plates usually stay with the car; many less-populated states have plates stay with the driver. Personalized plates can be repurchased for a new car if they're taken off the old car.
Only semi truck/trailer plates tend to require repurchase every 1-2 years; normal plates last ~8 years before the reflective material deteriorates and requires replacement. Usually if you replace (non-personalized) plates for any reason, the numbers change.
I've been told by numerous folks that Texas requires front plates, but ~15% of the cars on the road here don't have them, and you'd think the cops would make a fuss if they were really required. I have no interest in ruining my S2k's beautiful nose with plates!

Yep, each state has its own laws.
CA, TX, and CO, require front plates (although I have lived in all 3 states and never put a front plate on
