Whenever I find a Civic,Neon, or Prelude (or any other equivalent) racing around, I pull up next to them and they just settle down and drive the speed limit. Sometimes I wish I had a hidden recorder just so I could hear them say "oh shit"

And to the OP, all you have to do is wave your finger in a no-no fashion - that's what I do. It let's them know you have a "don't even try to mess with this" attitude and they'll get scared

Isn't this more an issue about whether you control your car or do you relinquish that control to the random collection of other drivers that you encounter. Responsible driving is all about control. Most fools can learn the mechanical aspects of street racing, but a superior driver must be equally adept at controlling their own behavior. I think the real question was, who controlled your car ... and your response was the answer.
Same thing happened to me a while back, my brother was in town and we were doing about 65km/h in a 60 and a neon missin a hubcap pulls up next to me. He's lurching and obviously wanted to race but i ignored him so his passenger leans out the window, yells "PUSSY!!" and they swerve over at me at take off.

You answered your own question in your post. No one with two touching brain cells races on the street. There are to many varibles you can't ever control regardless of location or time of day. There are so many great track options to race that there is no excuse.
The good news is that law enforcement is getting a lot tougher on street racing and is now confiscating cars in many locations if your caught. If your car is confiscated and you owe money on it you still have to pay it off! If god forbid you hurt someone then they are also charging racers with much more severe crimes. In some cases drivers racing on the street have been charged with murder when deaths have occurred.
There is so much to lose and so little to gain by street racing. Take it to the track!
