The top is def too high. when you look in your rear view mirror the "handle" should be below the trunk level.
my 07 has the same issue, straps are all stretched out.

I have a 1 year old glass top on my '00...sits the same exact way.

it only like that on cold day for me, on normal warm day it goes all the way down

Yeah, I just found out why my replacement top for my 00 was doing this. It was also putting a lot of wear on my top.

Does it happen all the time? Older threads have noted that if the top is placed in a cool area, it sometimes won't go down all the way. When I leave my car in the sun, this issue never arises.

I've just replaced mine with Modifry's straps also.

Very easy fix.

It took me about 10 min. to change em out.

Be careful not to cut the top though.

I used a letter opener to cut the old ones out.

Its caused by having the top down and not using the tonneau cover as the sun dries out the elastic and makes them lose their elasticity.
I have had my car for 3.5 years, leave the top down for days at a time out in the sun and almost never use my tonnaeu. It also goes down just fine for me.

I am lucky I guess.

+1000. This is what is causing it! I know because mine will not fold all the way down anymore unless I "assist" the bar to fold in as the top is coming down.

Fold the top down half way and then stop. You'll see one bar that will move, the others are fixed. Push the bar that will move toward the back as far as it will go while continuing to roll the top down and it should fold perfectly. Some people replace the elastic straps but even that won't guarantee that the bar will fold all the way back like it should. it takes no extra time to "assist" it once you've done it once or twice.
