?Noticed the dime size cutouts on the underside of the instrument panel cowl?

Default ?Noticed the dime size cutouts on the underside of the instrument panel cowl?

I just saw them tonight when I was reaching down to put my ice scraper away. They are located at about the 10 o'clock and 2 o'clock positions. Get your head down and look through the steering column at the under side of the cowl. You can also feel them. What do you suppose these are or were intended for?

could be just a way of manufacturing them. especially if its not visible.

They are two plastic covers that hide two screws... don't forget, I have removed my entire dash numerous times...
