I've yet to see the paint on the bumper bubble in any way unless it was repainted at some time in the past. Once that happens, all bets are off since the quality of the paintjob on plastic is directly affected by many things (flex additive, temperature/humidity when applying etc.) that have less effect when paint is being applied to metal. Did your familly member ever have the bumper touched up for some reason? Is it the factory bumper that came with the car?

just out of curiousity. I currently have my car at a friends body shop. Im getting all my dings, dents, and scratches taken care of by a full PPG paint job. How does PPG hold up in comparision to factory.

It has less to do with the materials used than the skill of the painter. PPG can be misapplied the same as any other paint. Painting on flexible polyurethane and having it hold up is really quite tricky and is the mark of a true craftsman versus a paint monkey.
