Proflow Throttle body question

I just got my bored thottle body back.

Question:
The downstream side of the bore seems to be painted with some type of primer. The upstream side of the bore is satin finish.
Likewise, the upstream side of the throttle plate has a mirror finish, the downstream side is again primer.

Is this normal?

Sounds just like the BBK one for my Civic I had. They use it to seal the system.
