Yes. Make sure you get the right stuff. Honda sells is pre-mixed. It is blue and not green.
Are you sure your not using windshield washer fluid

Rumour has it that Honda felt that their Type II fluid (green) was too confusing since Type I ("normal" anti-freeze) was also green. If this is true, then I think you will continue to see green Type II till all current stock is used up. Now, the interesting question would be, "Why the heck didn't Honda make their Type II fluid ORANGE like everybody else?" When orange fluid leaks or spills, it looks green. So, when blue fluid leaks or spills, will it look green?

The expansion tank is for ............... well ................... EXPANSION! As the engine heats up, you'll see a higher level in the reservoir. As it cools, the level will fall. The whole idea is to keep the outlet (at the bottom of the reservoir) always covered with fluid. Below the "min" line when HOT may be too little and you risk air being drawn into the cooling system - a bad thing. Above the "max" line when COLD may be too much and you risk fluid being puked out of the reservoir - another bad thing. Keeping the COLD fluid level someplace between the two lines is fine.
(Yeah, I know. This is kinda what RACER already said.)
