If you don't have enough time to throw it in first and go in a moments notice then you probably shouldn't be just moving to get out of the way. If a split second is all you have then I bet you didn't look to see what was coming the other way. I can assure you getting T-boned will hurt you a lot more than getting rear ended. Lets not forget that if you get T-boned it's your fault. If you get rear ended at a light, your repairs are paid for.

On a side note, I brake in nuetral. I find it hard to believe that watching what's in front of you with foot on brake is less safe than watching rpm's, speed, and road while braking and shifting. You can make the arguement that you can feel and hear when it's time to shift and push the clutch in at a stop. Then again if your senses are that keen, then you can feel what gear to put the car in when the need arises.

Brakes are cheaper and easier to replace. I also live in Georgia where it doesn't snow (if it did I'd drive my jeep like a grandma). Many of us don't need to worry about snow and if you don't drive like a retard when it rains, you don't have to worry about that either.
