The air pump only works for a few seconds to a few minutes after the engine is started. It injects air into the exhaust manifold to help complete the combustion process during that initial warm up phase so that the catalytic converter works more efficiently. If you have no pump, your emissions will be higher. Lack of the air pump will also trigger the CEL -- but that doesn't mean it's the only problem.
Years ago I had a new car with a catalytic converter that would collapse internally when exhaust got flow high enough and block the exhaust. But this ain't your problem. Let the owner fix it -- I don't see him here asking questions...

I would simply not try to rev a car with a check engine light to 9,000 rpm.

Recently test drove a Fiesta turbo,the old insurance to expensive for his 20year old son,misfired on testing,seems he knew about it end of day,wasted my time and fuel,pity though really clean car. Moral of this dont trust people

I would pull the codes yourself, OP. Don't just take the owner's word for it.
He's selling it for a reason. So make sure you know what you're getting into.
