I've never seen this as I have never refueled with the ignition ON.
Today I did, unintentionally.

I never turn the car off when refueling.

 

When I let my gas tank get very low (only one bar or no bars left) then I fill it up, it usually takes about an hour before my gas guage shows that I put more fuel in. I'll have to drive around on "E" for an hour even though I just filled up the tank.

 

That's weird...my gauge fills up right away after fueling. Do you turn off your car when fueling??

Yes, the bars light up as I fill up. There is nothing dangerous about running the car while you fill up.

The law is from days gone by when people used to die filling up cars. Today most fumes are captured.

 

but it's so cool to watch the bars fill up as the gas goes in!

 

Turn off engine, click the key back to the "ON" position, and watch those bars climb....

 

There is a difference between turning your engine off and turning your car off. The signs at the gas stations all say turn your engine off. The only time I really ever keep the car on is when my wife is with me so that she can keep listening to the radio.

 

Interesting... I did not know you can actually see the gas light going up when your engine is turned on or put on "on"... gotta try this tommarow...
