Refueling with the ignition ON...
But.. you see the bars light up as the fuel goes in.
I've never seen this as I have never refueled with the ignition ON.
Today I did, unintentionally.

When I let my gas tank get very low (only one bar or no bars left) then I fill it up, it usually takes about an hour before my gas guage shows that I put more fuel in. I'll have to drive around on "E" for an hour even though I just filled up the tank.

Yes, the bars light up as I fill up. There is nothing dangerous about running the car while you fill up.
The law is from days gone by when people used to die filling up cars. Today most fumes are captured.

There is a difference between turning your engine off and turning your car off. The signs at the gas stations all say turn your engine off. The only time I really ever keep the car on is when my wife is with me so that she can keep listening to the radio.
