Default Replacing factory steering wheel

I keep on hearing conflicting stories, so I wanted to get this straight. Can a US S2000 have the factory steering wheel with airbag replaced with an aftermarket wheel without an airbag? by the way, i don't want to be illegal. also, what about removing the passenger side airbag? any information is greatly appreciated.

its illegal to remove passenger side air bag unless you obtain approval from the national highway safety administration.

As long as you do it yourself I don't think there's a problem. I took the stock steering wheel off my 90 Miata about 9 years ago and replaced with a Nardi wood rimmed wheel. Since that car had no passenger side bag I also removed the (heavy) air bag sensors.
