when they describe "blip" in rev-matching that means gassing the throttle. so, clutch in - blip - downshift - clutch out.
there's should plenty of videos on youtube that can show you visually.

You don't have to get the RPMs exactly on the dot to have a smooth transition. As long as you're letting the clutch out slowly and your RPMs are near where they should be, you're good.
Btw, when I say slowly, I mean SLOWER than your right foot coming off of the gas pedal.
^ kinda, i would say that you should blip then quickly (before rmps drop) let the clutch to where it is partially engaged so that the revs won't free fall, then feather it the rest of the way.
i would say more than anything just do it every day when you drive and find the quickest and smoothest way that works for you.

Now that I think about it, I start releasing the clutch as soon as my right foot starts coming off of the gas pedal. Since this is kind of hard to explain, why don't you try doing it and report back with your results. It'll be a lot easier to critique what you're doing vs. explaining it from the get go. Just remember, if the car kind of shoots forward when you're letting the clutch out, you're revving too high and letting the clutch out too fast. If the car nose dives, you're not revving high enough and you're letting the clutch out too fast. Also keep in mind that it's better to "under rev" then "over rev" because the transition in gears can still be smooth.
