The only way to stop rust is to buy new rotors/disks.

New rotors will not stop rust, unless you're talking about non-OEM.

I believe the best way to stop rust on OEM rotors is to remove the rust, then cover the areas where the brake pads don't come in contact with high temeprature paint.
