S2000 Certificate of Destruction
The more I read about CD titles the more it looks like a great deal. Example: Car is reported stolen...insurance company pays the owner after a period of time that the car is not found. The owner has actually hidden the car, removed the radio to look like a theft & when the car is found & goes to auction he buys it back for a fraction of the amount awarded by the insurance provider.
The insurance company, in order to avoid such scams, issues a Certificate of Destruction so the car can never be titled. From what I've read this scam is not uncommon.
Maybe not worded correctly but this does make sense and possibly why this car is in perfect running condition & selling so cheap.

This usually happens for a vehicle that was damaged badly, repaired poorly(unsafe) and put back on the road, then an officer or inspection facility finds out about the car and this certificate is issued.
