I make sure that the engine is warm and then check the oil level five minutes or so after the engine has stopped running.

Per Billman suggestion, I burned the dipstick tip dark with a blowtorch. Makes it much easier to read when oil is clean.
IMO, an oil change that doesn't fill to top of X's is a fail. Yes, if your level drops and is anywhere in between H and L its still good, that doesn't mean its ok for it to be like that coming out of a shop.
Its like paying for a Starbucks and they only fill the cup partway...

Cold or just warm after sitting for a while if you want the most accurate reading from the oil pan. When its hot- checking at the gas station during fuel ups) part of the oil hasn't drained into the pan yet and will show typically x to xx lower on dipstick then actual.
