I wouldn't worry too much, that's what the fuel cut off is there for.
If you're like me, and I suspect, most of us, you'll hit the fuel cut off a few times in the lower three gears. Then you'll get used to the engine and how quickly it revs and you won't have a problem with it anymore. The rev limiter is just a safeguard for the engine because it "does" rev so quickly.
I haven't hit mine in a long time now!

Whether or not you are safe buying an 02 with 46,000 miles depends completely on how well it has been maintained. Like most Hondas, this car is exceptionally reliable for it's class if cared for. Lifespan is pure guesswork but my gut tells me 150,000 enthusiastic miles is realistic for this car. I will get back to you in 15 years or so and let you know how it worked out. If you buy from the original owner you will be able to tell whether or not the car means something to him or her and get a pretty good idea as to how it was cared for. When I bought mine, swear to GOD, I thought the guy was going to chase me down the driveway as I pulled away, yelling about how he changed his mind. I could see it was killing him to see it drive off and at that point I knew I had what I wanted. Hope you are as lucky, good luck.
