WOW man you are taking this way too personal. Just move on. You would have needed new tires anway. Buy a set and call it a day.
Those tires look like they have a couple of track days left on them. Maybe more if you flip them. They look bad for street tires but that is not what RA1's are used for around here.
I personally know Chris (race with him, etc.) and he is not out to screw you over in any way. Trust me. SOS has been helping the community for a long time and there has never been an issue.

i agree, for track tires, they have a few good track days on them
usually this isnt a tire people run on the street so im sure he wasnt thinking about it that way

The issue is whether those are at the advertised 50% tread life; I'm pretty sure everyone would agree that they aren't.
The buyer paid an extra $200 for the tires as opposed to get wheels only. I think a refund or partial refund on that $200 is the best remedy. If the tires are dead, then a refund of the full $200 and appreciate that they did a good job of protecting the wheels in transit. No need to waste money on shipping bald (or near bald) tires around just toss them when they are replaced. If there is some life in there a prorated refund based on what tread life is left vs the advertised 50%.
Hmm that doesn't seem really kosher to me. If I were SOS, I would refund DongTran the $200 for the tires, and maybe another $50-$100 for the centercaps and for his trouble. If they had done this initially they would have saved face and not have to deal with this thread floating around and the PR that surrounds it.
Of course, there is always the option of fighting through the credit card company. We all know the credit card company will side with their customer first. It will be a long drawn out battle were SOS will not get their money for months. I don't believe SOS would want to go through that type of trouble.

Sorry to hear. People did warn you in the other threads that these tires were shot. But you still bought them.
At this point, it looks like a partial refund might be the best route. I still don't agree with this outcome, but it looks like they don't want to make it right. This just might be the best way to cut your losses though. I'm pretty sure if you knew the tires were like that, you wouldn't even have bought them or have not even bought the rims since that was the part that sweetened the deal. Hopefully it turns out do a reasonable outcome for you. Good luck and keep us posted.
