scraping nosie

Default scraping nosie

Sometime late at night when its really cold outside I hear a scraping nose from my rear driver side wheels. I only hear it when i go on the freeway. When i step on the brakes it sometime stop the noise and sometime it doesn't. Some people told me it could be my brake sticking to the rotor. I just replace the rotor and brake pads just 3 months ago. Any info would be helpful. thanks
