Seats stolen
Yup, you definately have grounds to go after your apartment complex. Each city should have an apartment council. Not sure of the proper name for it.
Aftermarket seats and insurance companies - if you do that, they'll only fork up the bill on those seats which will be less, so you won't pocket anything unless you are the lein holder and you are not making any payments to a financial institution. If you are the owner and there is no lein on the car, they will pay you the cost to replace everything and you can do whatever you want with it - within some reason. But dont forget to get the seat belt latches!

I am the lien holder on the car, so at least that gives me some more options, although the insurance and dealership play dum on this. Not sure either whether I should "fund" stolen car seats and probably set somebody up for a new break-in.

Same here in Houston Noah ... gonna make a few calls to the police to get something going i guess. No chance I get my seats back, but at least a chance to get some assholes off the street.
My question is this... if a thief ordered a pair of seat locks would he get the key? IS the key unique to each seat lock bolt? If they are savy enought to sell the seats on the web then u can bet they know about the seat lock bolts.
What is to stop a thief from using a self tap metal drill bit, drilling through the center of that bolt and then whacking it off with a maul?
I have seen this technique used to steal certain types of rims with hub locks.
