nope, its a bottom mounting seat. your head would be over the hoops and the windshield.
I know you are looking for a budget fixed seat, but you really can't cut corners in a seat. this is what you'll be sitting in when driving, so spend a few dollars more on the seat, than you would say... in bracing where possible.
if you have any questions regarding seat fitments, I carry Sparco, rails, and also... a new seat is in development that is pretty slick, I'll have pictures of it in a few weeks.
