The gauge cluster or the wiring is fubar. As said the odo is recorded in the cluster not the ECU and it's not a replaceable part and can't be tempered with. You need to check all the wiring and connectors and if they check out you'll need a new cluster.

As cthree stated the gauge cluster records the actual mileage, not the ECU. Otherwise those of us who have gone from OEM to Mugen to OEM to Mugen to AEM ECUs would have a really confused odometer.

I believe the guage cluster is a computer in itself. The dealer hooks up the harness to some other machine that can communicate with it. I would imagine that specific machine opens up any permissions issues and updates the mileage.
I would assume that machine is the same for all hondas of a given vintage.

who knows? I'd imagine with a soldering iron anything is possible.
I would imagine that your cluster may be broken; maybe it got a voltage spike. The inner workings of the cluster are only known to Honda so I don't think changine out the memory is something you can do.
