Maybe he'd like to save some weight, you know, like guys who take a dump before they race.

If the foam is supposed to be there, it should stay there.

If you are going to do it, regardless whether it is fiberglass or not. Do it right and grab the foam.

Do we need that styrofoam piece that's behind that front bumper and rear bumpers. The reason why I am asking is because I don't have them and the car is going to the body shop to be put back together and painted.
You profile suggests a MY 2000...

According to this picture, you're looking at...
#16 ABSORBER, FR. BUMPER............$34.76
#19 ABSORBER, R. RR. BUMPER........$19.58
#21 ABSORBER, L. RR. BUMPER........$19.58
Sum Cost..........................................$73. 92 (+S&H fees)

Shouldn't be more than $100 from hondaautomotiveparts.com (where I got the prices).

If the car is going to the body shop, they should be able to get the parts quickly, as it's a part they would normally be replacing for just about any fender-bender than involved a modern-day bumper. Just compare their cost to purchasing them yourself from a place like the one I mentioned above.

Put the absorbers in! They may not protect your new covers, but they may help protect the actual bumper in a low-speed fender-bender. And it should be less than $100.
