I know some people do tint the windshield but I'd advise against it.
Do your sides and rear and this will give you plenty of "shade" on the inside and a very nice appearance from the outside..

I am not aware of any states where tinting the windshield is legal below the brow line. Not to mention, it's risky to do it. To get a piece of window film across glass with convex curvature, it has to be shrunk with a heat gun. This is hard to do on a windshield because safety glass is much more prone to cracking than rear windows.
