my top seems to be making a whistling noise is there a way to snug it down just a little maybe an 1/8 of an inch or so?

 

possibly adjust the strikers so it latches tighter.

 

Put 1/4 inch plastic aquarium tubing on the latch hooks.

 

Buy a set of newer windshield striker plates. These are the same ones that were issues when the first hardtops were sold. Honda later put these strikers on all the production cars (starting around 2002). The HD strikers allows the soft top to be pulled a bit harder against the windshield seal. Make sure you use Loctite to bolt them in.
It also wouldn't hurt to silicone grease the rubber seals.
