Most likely thing to go bad is the mechanical bits, not the electronic bits. So that'd be the 3 relays. The large black boxes made by Omron. Wouldn't be difficult for someone with soldering skills to replace them.
I strongly believe this is my my problem. The correct part number is 86500-SA2-A01 not 003. That's the Honda part reference and the part number on the unit in my car for 23 years. I looked. I was able to order it $328 new $54 used which pleased me. I got new. Looking at the Convertible Electric Schematic Both top motors and the passenger window motor are controlled through the 86500-S2A-A01 unit. Where the Driver window is not and it works fine. I find that odd but it is the only single failure that would cause both things to not work. All fuses were good. I am so confident after looking at the schematic I parked in the garage covered and did not raise the top manually or do voltage checks until the part comes.
Update: 11/25/24 Replaced Module 86500-S2A-A01 $328.73 from Hondapartsnow.com. Took 15 min. Both top and Pass window work like new. Happy Camper!
