i dont think it needs WOT to engage, i'm pretty sure mine has kicked in at less than WOT, maybe 80% + or so i'd say?

Well, there's your answer right there.
AP2 has a slightly different power band - around 20-30 hp is avail before VTEC so you don't feel as big a kick, but you get the power sooner.

Agreed. Oil Pressure is needed for VTEC to engage. When you aren't WOT, you arent building oil pressure as fast, but it eventually will crossover. My old Civic would cross over around 4500rpm at WOT, and around 5500 or so when lighter on the throttle... So I assume it would be the same case for an s2000- just different RPM ranges.

You know you can only VTEC 500 times or so. So, good on you for saving them[!]

After the 500 times, check your VTEC fluid resivor for VTEC fluid discoloration (the dye in the fluid will change from a light blue to a black). Its unsafe to VTEC if your fluid isn't clean, you may throw a valve.
