If a tire has been patch you can kiss the speed rating good buy. I know my Dad had to order tires for his Viper a few times for picking up a nail or two in the 4 years he had one.
yes if a tire is patched you can kiss your speed rating goodbye but they are still capable of speeds up to (i believe) a 120mph rating. i dont see why you'd need to buy a new tire because you dont have a 140+ rating on your street car assuming youre not some idiot that is driving around at insane triple digit speeds. now if the tires served double duty on the track then i'd definitely replace it with a fresh one!
