As stated above, take it to a dealer and they will help you.

or you can go to sears and get a product called lug out. you hammer the socket on and take the lugs off like normal. the only problem is that it cost $40

show proof of ownership why would that matter. i taken them off for many people no questions ask and then sell them the lock besides you drove the car there..
if you stole the car but dont know how to take a wheel lock off.
