ABS motor running constantly

Default ABS motor running constantly

The other day, I moved my car from the driveway to the street and when I turned it off and got out, I could hear a motor running under the hood. It was obviously the motor on the abs unit once I opened the hood. I restarted the car and saw the abs light was on. After a few cycles if starting the vehicle the abs motor continued to run without interruption even after turning it back off. In order to save the battery, I pulled the 30 amp fuse for the abs unit. I was able to drive the car once with seemingly no impact to normal braking.

How do I do a diagnostic on this? What is likely the cause of the issue?
