Default aftermarket steering wheel question

It's been almost 3 years since I've installed one and I'm slightly confused. The OEM steering wheel is out, and and hub is in, but there's a gap in between the SRS reel and the hub

I've referred back to the DIY page on s2ki where the pictures were down. I couldn't find a reference picture upon searching for hours so I'm basically stuck.

A local gearhead told me that the hub cover may just be too short. I don't remember this being the case when I installed these same wheels on my 04. This wheel is going on an 07 now. Any

I can't remember if I'm missing a part or if there has always been a gap. Is this normal?
