We keep trying to tell you that merely cleaning it without removing the valve assembly and cleaning inside is only half the job:

Clean the IAC valve.

You will need a special tool called a pentacle bit. It's a five point torx.

Remove the valve assy.

Take the electronic motor part off the valve with the pentacle bit. BE CAREFUL...there are 2 tiny special shaped spacer plates between the valve and the motor. Work on top of a clean towel, dont loose them. Put it aside. Don't clean it at all in any way. A light wipe with a dry rag is ok, but it wont need it.

The VALVE part has a rotary shaft inside that spins 360 degrees. if it is sticking, the ecu input to move this valve will lag, and you will get the idle dip/shake/come back up. Even add a drop of oil to each end to the tiny shaft bearings.

Spin that shaft with with your fingers till it spins free and smooth.

CAR FIXED:

Sorry for late updating about this problem with my car but ive been very busy in work and when i do get home its black dark for working.
Im almost 100% sure ive fixed the problem on my car. Thanks to MR.BILLMAN250 and everybody elses help and information i finally got to stripping down my IAC VALVE on the side of the intake manifold.
I removed the 2 small 5 point torx screws then removed the what appears to be a magnetic eletronic switch. I put that to one side and finally got a proper understanding of how it really worked.
I found excessive carbon on the mechanical rotar inside the IAC VALVE housing. When i tried to rotate the mechanical rotor it didnt move freely, it was ever so slightley notchey when i tried to rotate the valve.
There was only a small amount of carbon on the valve BUT the internals appear to be very finey machined Made, so any carbon or grit would prevent it from rotating smootley.
Long story short i cleaned the internals with COTTON BUBS and small amounts of brake cleaner on the cotton buds. It took a little bit of time but in the end it rotated freely and smooth with no noticeyness to it..
Started the car this morning when it was frozen over and started fine
