AP1 Steering Issues Help Please

Default AP1 Steering Issues Help Please

I have a 2001 AP1 s2k and fighting this Steering issue since i bought the car.
First when i had the car the steering was very knotchy in a way as the power assist would randomly work hard to explain. So i found a used EPS module put it in seem to work kinda and then later as time went on or on cold mornings it was the same stuff. So i was thinking maybe its the rack. I bought a used Good rack complete with Torque sensor and all. I installed and now the power assist is only works turning left and really hard to turn right. Keep in mind NO EPS light is on the dash. So I did some research and says you need to do the procedure to reset the steering at Zero. I tried to do the procedure and would keep giving me a error 23. I tried to use a Snap on Tool and same thing error 23. I can not figure out what is going on. The snap on tool says the vehicle is moving while its obviously not. I check the rpm sensor in the valve cover and looks and seems to be working. Any help would be great. thanks

I don't have the answer, but if you post this in 'under the hood' you'll prolly get better response.
