it may be the starter. while you're holding the start button, get someone to tap the starter. maybe its sticking.

could the sticking be a result of water getting into it?

And how do you know the battery is fine?

And yes, a wet starter can short. But still sounds like battery.

if it goes click click click while holding the start = battery

if you just hear one loud click and nothing when holding the start = starter

there could only be three things, alternator, battery or starter. From the clicks, it sounds like your starter is working, so I would suspect it is your battery too, unless you are %100 percent sure you checked the battery and it is fully charged. An easy way to check is to jump start the car, if it starts, then it's not your starter. If all else fails and you need to start the car, just have someone push start it/roll it down a hill in neutral and once you build momentum, pop trans in 1st/2nd gear.

Take the battery to autozone they should be able to test it to check for a bad cell, etc. If their tester reads the battery good, then check your starter. No point in working backwards.
