Default CEL light not coming on when it should be on, no codes despite misfire

I've ran into a strange issue I've never seen or heard of before. My CEL light isn't working even when I first turn the key to the on position. I know that can probably just be the bulb but what I find strange is that I know for a fact I should have misfire codes and there is none, I'm pretty sure the ECU is also communicating with my scanner slower than it used to. I also have a misfire at low rpms when giving it a little gas and on take off and sometimes the car idles perfect when pulling upp to a light and occasionally the revs will slowly drop out before stalling. Could my ECU be out? I just recently fixed a short in my headlights that was causing my trunk, door locks and running light fuses to blow. Seems like my CEL turned off at the same time that issue had started. Couldn't find my same issue here in the forums. Thanks in advance guys.

You can certainly have a misfire without having a CEL I can personally attest to this and so can many frustrated people in the misfire thread haha.
How do you know for a fact that you should have misfire codes?

Has your CEL light ever worked? I bought a car that conveniently had the SRS bulb pulled... I would imagine someone sketchy might want to pull the CEL light when selling a car.

You should actually scan the car for CEL codes. The CEL and go on and off depending on what is wrong...

My car had the same drive-ability issue when a coil started going bad. Cant comment on the CEL though besides it never coming on during my intermittent misfire issue.
