Im not sure if this normal but is it normal to have the Maint REQ'D light flash for about 10 seconds after you start the car?

I just noticed it, not sure if it was like that before, but today after school, I got a CEL. Drove home, everything seemed to be fine.

Now, is this CEL in any way correlated to the maint req'd light? Where could I purchase a CEL scanner?

Maint light flashing is normal. Reset it.

CEL is not related or connected in any way.

Any auto parts store will sell a cheap code reader.
