Default CEL p0411 and wiring question

So I have been painstakingly putting this s2000 i purchased from a member on here last april or so. Not really an honest person, to say the least, but that's what you get when you buy an s2000 for 5 grand I guess. Everytime i get something working, something else pops up.

So i need to get the car registered, I have had the infamous P0411 CEL light for a long time, been checking vacuum lines for leaks and cracks for a while, think I finally found the culprite. Only question there is, How long does it take for a cel to reset.

Second thing is, I am a complete novice and while checking vacuum lines i Noticed and electrical connection was loose. I don't know if this is some sort of diagnostic plug or what it is, I attached pictures. Want to see if any of you guys know what this is, if it's supposed to be plugged in and if so, where. It's a pretty tight spot in there, I can't see anything that looks to be missing a plug, hopefully someone here knows. Thanks. It's located on the driver side next to the underneath the clutch cylinder tank and right next to some sort of ground.

That looks like the plug to the EVAP purge valve. It is mounted on the frame, very close to where that connector is.

The evap purge valve has a hose that goes to a steel pipe. The steel pipe T's off, and goes into the intake manifold in two places. One on top, and one next to thwe throttle body on the side.

that plug will not cause a P0411, only a P1457.

In this pic, you will see a blue connector laying there. Just underneath it, you can see the evap purge valve, and that connector plugged into it. It is right next to the steering shaft.

p1457 was the exact code I got when I tried to resmog today. good to know this has a somewhat simple solution.
P0411 was solved yesterday, vacuum hoses were in the wrong place, took my stupid self a while to figure that out.
My engine was installed by basis, is this something that I should be bringing up with them? First the incorrectly attached vacuum hoses, now this plug literally just dangling there, I also have the TCT "card in a spoke" sound.

Thanks for responding billman, when I have been putting gas in my car it does not start unless I flood it, could this evap plug be the cause of that?

I think I found the problem, in your picture, the item circled in yellow is missing from my car, and the "evap test valve" with the green cap has the hose going directly to the "T" you mentioned, one going to the metal one to a hose. I guess this means my evap system is missing, right? is there anyway to cap that plug or do anything here to get rid of the code aside from purchasing and installing the missing parts? I desperately need to get this thing smogged, registration is 3 months past due now.
