Early AP1s (<2002) had an issue with the gas filler neck -- didn't know it applied to 2003s as well, but sounds like the case here:
If you're 100% sure the issue here is the gas cap (assuming you checked the CEL code), there's a trick -- when tightening the gas cap, hold the outer edge and tighten, don't use the middle handle. The outside edge should have immediate hard resistance, give it a few turns until it's tight.
Not worth the $100 repair for me.

I believe all new fillers are updated; here's the TSB and part info:

It's $86.38 from Majestic Honda. I just don't understand why the -- literally -- two extra seconds it takes to twist using the outer edge of the gas cap isn't enough for y'all. I've been using that trick for years now and it works, no CEL.

I'm a noob here and thought I'd jump in. I bought a 2001 S2000 w/26k miles and am having the same cel problem related to the gas cap. The previous owner let me know about it and said you have to let it warm up and cool down 3 times before it will shut off, and you have to tighten the cap before you start it. Sounds like I'm in need of a filler neck? I tried tightening the gas cap by holding the outside and no dice. Any other tips appreciated, thanks!
