Thumbs down Compression Check

I just completed a compression check with depressing results. Stock should be in 228psi +/- 28 max

First test DRY
#1 200
#2 195
#3 195
#4 195

Second Test WET (3 teaspoons of oil)
#1 280
#2 255
#3 270
#4 250

What do you think guys? Do you think it is bad rings? Where should I start with the diagnosises of this problem?

The +/-28 is what scares me since it is a bit low? Anyone know what I could do to maybe help this matter or do you think it is time to rebuild the engine?

Make sure and open the throttle body when checking the compression. Many people forget to do this and it can make a big difference.
