Doesnt burn much oil, idles rough at times, dies at stops, leakdown test indicated a leak through the exhaust on cylinder 3

There's definitely something wrong with cylinder 3. Usually +/-15-20 is acceptable. Not sure what may have caused it, but that's no bueno.

Could it be that it needs adjusting?

20% difference between the highest cylinder and lowest cylinder is the most you want. You have 25%. Coming from the exhaust means you have defective exhaust valves. They could be burnt exhaust valves (specifically cyl 3) or possibly worn springs (once again cyl 3)

How can you tell if the valve is burnt or the spring is worn?

Pulling the head off and inspecting them. More likely cause would be burnt valve

Might be bent valves? Was the car ever overreved?
