Consensus on brake rotor set screws?
Every single little part and has a part number if it is installed on the vehicle. it is entirely possible that there was a demand for those screws from customers because they came on the car. So Honda added them to the parts available. I would hazard a guess that those are the exact same screws used on every Honda model since inception.
Plenty of other Manufacturers use push on clips which are a cheaper option I think but holy hell they can be a pain to get off.

Like...Honda doesn't have a PN for each resistor inside the radio that they buy from (supplierX). If a customer's radio failed...they can't buy that resistor from Honda. Honda simply appends a PN to the whole radio and inventories the whole radio for sale.
Or like...you can't buy just an impeller for the water pump
Or just the dust seal for a bearing...
They don't even sell/inventory ball joints or bushings...partly because they come as an assembly.

Well...vendor specific parts arent normally inventoried.

FYI I queried the part number and my system shows it being used on civic since 1980 and every year since and basically every model through the years.
I agree there is probably some benefit to using a screw that Hondas engineers decided to go that route.
On the same token some cars don't have them at all so they don't seem critical to me. I do reuse them on all of my vehicles though it is nice having the rotors held in place when reassembling.
I think the reason I posted a few posts back is about the only reason I can think of them being useful beyond assembly. But it is a valid reason. If a wheel started to come off without the brakes pressed, and the rotor starts flopping around and starts depressing the caliper piston, then when you realize something is wrong and stomp on the brake you may lose a lot of the pedal on the first press. Again, not something that happens a lot but is a safety related thing.
