Well, are you sure you're turning on your headlights? It sounds to me like you've maybe been using the light stalk backwards...
The 06 uses the high-beams bulbs as daytime running lights. So with lights "off," the high-beams are illuminated at partial strength. In that mode, if you flash your "high-beams" by pulling the stalk, the HID low beams will illuminate as long as the stalk is being pulled. The dashboard "high-beam" warning light will be constantly dimly illuminated to indicate that it is in DRL mode. In sunlight, you won't even be able to see that this warning light is on because it is intentionally very dim.
When you actually turn on your lights by turning the end of the stalk COUNTER-clockwise as far as it will go, your high-beams should turn off and the HIDs come on. In this mode, pulling the stalk will flash your high-beam bulbs, and pushing it forward will put the high-beams on continuously. If you engage the high-beams in this mode, the high-beam dashboard warning light will come on at full-strength.
If you're positive that you're using the light stalk properly, then I don't have any more useful advice for you.

Sounds like the switch for the stalk has a broken spring or detent in it. Maybe the switch it pushes when you pull it back, is broken. Probably has to be replaced. Which would require airbag removal steering wheel and parts of the column. May be more than your wanting to do. My father had to do this for a CRV, and he said it was a pain in the ass, and took forever. He is retired and restores cars is his spare time. He is used to doing this sort of thing (though on older Vettes, not Hondas).
