Default HID is "strobing" while the car is turned off and lights off

driver side HID on my 01 S2K is strobing even without the key in the ignition. The only way to get it to stop is to use the battery kill switch on my bumper. The light works fine when i turn the lights on.

I've swapped bulbs, and ballast and have tried a better ground.

Without a bulb in the ballast, the connector will arch with electricity and make a popping sound. Plug the light in and the light looks like a strobe light blinking non stop. I'm pretty much out of ideas except for a down stream electrical issue.

Also, now that i've swapped everything...when i turn the lights on, the light works, i turn it off and it will blink... if i turn the lights on again, the light doesn't work. I have to flick the battery kill switch to get the light to come back on.

Any ideas?

if its not the kill switch electrifying some weird part of your chassis, check the relay for your headlights. If its not the relay, its the ballast.
