Scubba I'd say you have a sticky starter bendix.
If you're slick, you can remove the starter and grease the teeth, it will likely cure it.

I was over at Honda-tech.com and those guys seem to think its the TC or TCT. I don't know I am getting confused.

Nothing to be confused about, it is NOT the TCT based on your vid.
my car makes the same sound when starting up but it only does it once every couple of starts. my first thought was the started but i haven't got around to fixing it yet to say for sure what it is. my money is on the starter.
