You hit it on the head, never go to some shop with a bunch of riced out civics to get anything done on/for a high end sports car like a S2000. Intercrew is about the worst of the worst in this area

I think it either changed names or got sold but there's a place over here in Carrollton/The colony called speedworks that has a good dynojet dyno setup. They always have 600+whp LS1 and mustangs there but the guys are still very cool and nice if you drive an import. They correct for temp/humidity/etc and have a giant fan and give you ample cool down periods.

Also kwik car in garland has a decent setup, stantaur recently dyno'd his turbo S2000 there. It's cooling down now so find a morning and try another facility to see if you get repeat results. Also get a wideband 02 on it and make sure your car isn't running extremely rich or something. Lastly, check your oil level/pressure if you can since VTEC operates off an oil pressure solenoid and if you're low on oil or your pressure is too low then it won't engage the big lobe.

Here's the address to the Kwik Kar:

1851 N Jupiter Rd,
Richardson TX 75082

I've heard rumors that they don't do dyno runs anymore, but I'm not positive.

I don't want to slander Intercrew's name on a public forum -- but if you want to know their quality of work, feel free to hit me on PM.
