ECU reset mod
Take it out for 30s and reinsert it to reset the ECU. To leave the ECU resetting or "forgetting" what it learns each time you start the car, leave it out. This will also fix the MIL for the cat (or lack of one).
I hate to ask a question that may seem a little "stupid" considering that it may have been answered already just not in this straightforward of a manor.
Is is possible in this learning process that the ECU would ever learn a condition to improve performance back to stock settings (IE: it is hot outside let me retard timing... now it is 3 degrees cooler let me add a little more power) or will the ECU only make changes that will degrade performance and then these changes expire over time after after several ecu cycles?

It's very possible for the ECU to "learn" for increased performance. There are so many factors that go into this, though (altitude, climate, gas, driving style, condition of plugs, O2 sensor, etc.) that it would be almost impossible to predict.
I had my backup fuse pulled for a few weeks, but I noticed that it took a few stop lights before the car would idle correctly. I put the fuse back in, and it idles much better. I think I'm going to just save the ECU resets for certain "events" (before an autocross, after performance mods, etc.).
Actually, I was thinking about replacing the fuse with a fused, wire jumper with a "Normally Closed" push button. This way, I could easily just hold the button down for 10 seconds every time I get a new tank of gas.
