I have seen Billman250 trying to warn people against hand tightening filters for this exact reason before. He speaks from first hand expierience, whereas I just regurgitate what I have read.
To the original poster. I'm not saying you hand tightened your oil filter, or trying to bash you for it if that's the case. I just wanted to rant on the subject. It could have also been a seal/gromet stuck to the block from the old filter (or so I have read). It seems it was most likely one of the two. Anyway, best of luck on the repair.
EDIT:OP, How did you pu the fire out? Did it flare up when you popped the hood? Seems like it didn't get too out of control. Did the fire "flame out" on it's own while you were driving?

This was my 1st oil change, and I ****ed it up. I was using a genuine honda oil filter, but the problem was.. The old filter's gasket was still attached to the engine. I put on the new filter with the old gasket still there resulting in leak.

That is very odd...IF it was a PCX filter you took off, it's not the kind of filter that leaves the gasket on the engine.
Put a 15400-PCX-004 filter on there, and tighten it with a wrench. This filter is different than most filters. You cannot use gasket compression to hold it on, it must go metal to metal.
So take the coil cover off and see how far back its burnt. I'll check my parts harness tonight, I definitely have that part, you will still need to have it soldered. good time to learn
