Default exhaust assembly queston

I had some work done on my car from an accident that caused some rear-end damage. Some of the exhaust needed to be replaced and I think they re-assembled it wrong. I've noticed a buzzing from the tailpipes. Upon further inspection I noticed that under each tailpipe there is what looks like a set screw or bolt that goes through the chrome tip. I also noticed that there is a washer on that screw and it seems you can't tighten the screw enough to secure the washer, hence the buzzing noise? Can anyone please let me know how that part of the assembly is supposed to look and fit together?

there should not be a washer in there - just a bolt, and a nut that's welded to the inside of the tip.

You can put a nut on the back side of the bolt/screw tighten the bolt and then the nut.
