Default Hanging Rev? Cold weather maybe?

2004 AP2

Today has been the coldest weather all year. It's been cold but not THIS cold. There's black ice in certain areas now. 36 degrees Fahrenheit

Anyways, during the first start of the morning my car idled around 2500 rpm then eventually it stays around 1100-1200 rpms. Normal for this kind of weather?
Another thing, I've noticed when I change gears, the rev seems to hang and stay still for a second or two.

Basically: throttle till 4k, release throttle, rev stays at 4k, clutch in, shift up, clutch out

I don't know if this is normal but it's not what I'm used to. I'm used to cold starts starting at 2000 rpm then going down to around 800rpms. For shifting I'm used to the revs dropping faster between shifts.

Sorry if my explanation isn't clear.

I think our ECU takes a while to relearn idle during a hard weather change.
I had similar symptoms this morning becuse it went from ~60F morning and 75F afternoon yesterday to a frigid 35F this morning although not quite as severe, but definitely a "hang"

Is this rev hanging happening with a cold engine or properly warm engine?

It's been happening all day. So both. I don't drive more than 30 minutes usually. So no long distance driving

Are you familiar with something called a clutch delay valve?

I actually briefly came across that. Doesn't it apply to 06+? Mine is an 04.

I recently cleaned the IAC. No clue if that's the reason behind it. Like I said earlier, I was so used to the revs dropping faster in between shifts when I release the throttle. Now it just stays there for a second or two before it starts dropping.

It really could be nothing but I want to be sure. Maybe how it was before wasn't "normal" and now it is?

Don't think this is normal. You would experience the delay in the clutch valve during hard shifting.

From what I gather you are experiencing your throttle sticking in between shifts. If so, no that's not normal.
