Bad bulb or bad ballast or bad ground.

Swap bulbs side to side to see if the problem moves with the bulb.

You can swap the bulbs without removing the bumper. You remove the clips and bolts holding the inner fender liners in and pull them back to access the back of the headlights.

You will need a tamper-proof torx bit to remove the covers over the HID bulbs.

I had this same problem, with mine moisture got inside the ballast box. The headlight is very easy to remove by taking the wheel well liner out. I removed the wheel well liner and then removed the 4 screws on the bottom of the HID box , removed the bottom panel, and used a blow dryer to dry any moisture out. I put sealant around the panel and put the screws back in and haven't had a problem since (approximately 6 months).

Also, if you want to remove the bulb, you don't need a tamper proof torx bit. I removed mine with needle-nose pliers. They aren't tight at all.

Since I have a set of tamper proof torx bits, I've never bothered to try anything else.
